Technical Competency Certificate (Serkom Listrik) • Levels 1 to 6 for PJT & Tenaga Teknik (TT)
The Sertifikat Kompetensi Tenaga Teknik Ketenagalistrikan (SKTTK), widely known as Serkom Listrik, is the legally mandated professional license issued under the authority of the Directorate General of Electricity (DJK), Ministry of ESDM. It serves as the official proof of technical qualification for technicians, field engineers, inspectors, and technical heads in the power and electrical sector.
Holding a valid SKTTK is mandatory for individuals acting as Technical Responsible Persons (PJT) or Technical Staff (TT) in companies holding SBUJPTL, as well as technicians executing electrical installation, operation, and maintenance on national grid systems.
Under DJK ESDM regulations, technical competencies are structured across 6 qualification levels:
Pelaksana Muda
Vocational SMK or technical high school graduate. Basic installation of low-voltage wiring, grounding systems, and electrical device mounting.
Pelaksana Madya
SMK with 1+ year or D3 Electrical graduate. Cable jointing, distribution transformer erection, motor termination, and panel assembly.
Pelaksana Utama / Tenaga Teknik
Required Tenaga Teknik (TT) for SBUJPTL. Substation wiring leads, high-voltage line stringing supervisors, and turbine generator technicians.
Analis Muda
D3 with experience or S1 Electrical Engineering graduate. Electrical testing, relay calibration, insulation resistance analysis, and commissioning support.
Analis Madya / Penanggung Jawab Teknik
Mandatory PJT for Small/Medium SBUJPTL. Senior power system design engineers, substation commissioning directors, and SLO inspection leads.
Analis Utama
Mandatory PJT for Large and Foreign BUJKA entities. Grid interconnection principal advisors, national electrical masterplanners, and chief technical officers.
Candidates can certify across Generation (PLTU, PLTG, PLTA, PLTS, EBT), Transmission, Distribution, or Utilization:
Erection, wiring, civil-electrical mounting, equipment alignment, and termination across power plants, grids, and facilities.
Local and control room operation (DCS/SCADA), power plant dispatching, switching coordination, and load shedding control.
Scheduled preventive maintenance, condition monitoring, thermal imaging, transformer oil analysis, and breaker overhaul.
Commissioning test procedures, high-potential (Hi-Pot) testing, protection relay secondary injection tests, and safety interlock verification.
Electrical system design, single line diagram (SLD) development, cable sizing, short-circuit calculations, and arc-flash modeling.
Site electrical quality assurance, installation supervision, contractor submittal reviews, and safety standard compliance auditing.
Examinations are conducted by DJK-accredited Technical Competency Certification Bodies (LSK) through online written tests, portfolio verification, and oral interviews.
